A woman won an $83.5 million Texas Lottery jackpot but has not received her prize since the Feb. 17 drawing, according to a court document. The winner, who chose to remain anonymous, used an app that allows users to purchase lottery tickets through their phone. A law firm representing the woman announced on May 21 that it is suing Sergio Rey, acting deputy executive director of the Texas Lottery Commission
The unnamed woman paid $20 to a third-party courier back in February to purchase lottery tickets in North Austin.
Then-executive director of the commission, Ryan Mindell, stated that lottery courier services 'are not allowed under Texas law and that the Commission would move forward with proposed rule amendments prohibiting such services in the future.'
